Analysis

The 5-year program will review the current stormwater utility (SWUT) rates and consider potential adjustments to ensure that the SWUT is used to its fullest potential.  The City is responsible for maintaining the storm system, including those repairs that are required as a result of natural disasters like the May 2015 flood events. 

The stormwater requirements that the City must meet continue to increase each year.  The Municipal Separate Storm Sewer System (MS4) requirements continue to become more stringent and require more documentation each year.  The Community Rating System (CRS) program requirements have increased, which allows the City’s residents and businesses the opportunity to purchase flood insurance at a discounted rate.  As the City continues to grow, so does the work associated with having a proactive stormwater program.

This contract will provide the City with a 5-year guide for the stormwater program.  The plan will allow the City to remain proactive in keeping up with the increasing demands and responsibilities associated with stormwater regulations and requirements.  

This item was taken to the Finance and Government Committee on March 1, 2016 for their review and approval.

 

Financial Consideration

Funding for the professional services contact with Freese and Nichols is available in the Storm Water Utility Fund (233010) Account 61405.  The cost is $84,930.00.
