Analysis
Chapter 372 of the Local Government Code requires the City to annually review and approve the PID five-year service plan and adopt an assessment rate for annual assessments within the PID. The Advisory Board has updated the five-year service plan which outlines the maintenance and improvements planned for each year.
The PID budget for the 2016 fiscal year is $981,280. This will be funded by bond proceeds of $714,000, with the use of fund balance, $78,000, by the City, which will transfer $15,408 to the PID, by the Cimmaron Estates HOA, which will transfer approximately $3,000 to the PID, and $283,227 will be funded via an assessment of $0.12 per $100 of appraised real property value within the PID. This will increase the assessment rate from $0.085 per $100 of appraised real property value within the PID. The funds generated provide for annual maintenance within the PID boundaries. The proposed budget will continue the basic maintenance and improvements from the previous year, and the 10-year loan will allow the PID to complete the wall replacements. The proposed debt issuance and rate increase were presented to the Finance and Government Committee on June 2, 2015, and the committee recommended approval.
