Analysis
On February 7, 2012 City Council approved the purchase of 24 Tahoes for the Police Take-Home Vehicle Program. The purpose of the take-home vehicle program is to enhance public safety through increased visibility and improved responses to police incidents.
Each unit needs to have all necessary equipment to make them fully functional. The Police Department is requesting 23 in-car video systems that are available from L3 Mobile Vision through their contract with City of Dallas.
Chapter 791 of the Texas Government Code, also known as the Inter-local Cooperation Contracts Act, authorizes all local governments to contract with each other to perform governmental functions or services including administrative functions normally associated with the operation of government such as purchasing of necessary equipment, supplies and services. The City of Grand Prairie does not need to competitively bid items purchased through such agreements as they have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including the City of Dallas.
L3 Mobile-Vision through their City of Dallas Contract offers the in-car video system.
Financial Consideration
Funding in the amount of $116,955 is available as follows: $111,870 from the FY 2011/2012 Equipment Acquisition Fund (224010 68360); and $5,085 from the Commercial Vehicle Fund (285510 68360) and will be charged accordingly.
