Analysis
The Compactor and Paver are replacements for equipment at the end of their service life. This equipment is used to maintain, repair and overlay asphalt streets. Savings on the Paver allowed for purchase of a trailer especially suited to transport the Paver. All of the above can be accomplished through funding approved in the FY 15 Equipment Acquisition Fund.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including BuyBoard.
The BuyBoard is able to save money by pooling the impressive purchasing power of their members, which include hundreds of school districts, municipalities, counties, other local governments, and nonprofits across Texas. They use the power of numbers as leverage to get better prices with the same vendors we use now.
The Double Drum Compactor ($59,155) and Asphalt Paver ($126,898) are available from ROMCO Equipment Co Contract #425-13. The Tag-Along Trailer ($23,268.60) is available from Interstate Trailers, Inc. Contract #425-13 also. Multiple vendors utilize Contract #425-13.
Financial Consideration
Funding for the Purchase of a Double Drum Compactor and Asphalt Paver is available in the FY 2014/2015 Equipment Acquisition Fund (224010) 68360 Other Equipment. RQ#23533, 23532 and 23534
