On May 19, 2009, the City of Grand Prairie approved the Geotechnical and Material Testing Services Fee Ordinance and Service Contracts. Developers in Grand Prairie are required to deposit the Geotechnical and Material Testing Fees up front to have a third party engineering consultant working for the City to perform this work. On City Capital Improvement Projects, the City would incur the cost to have this work performed also by these firms as part of the project.
At the current time, the administrative work required for the private development projects has become a burden on both City field and office staff. Private development is slow to fund both initially and when additional testing is required beyond the original scope.
City staff is recommending modification of ordinance requiring private developments to fund material testing directly with a designated list of 8 to 10 companies vs the City of Grand Prairie. A list of 8 to 10 companies will be required to be used that are approved by the City. This will take City staff out of the administrative work.
