Analysis
The purpose of having primary and secondary vendors in each case is to give the department maximum flexibility and prevent delays due to waiting on the availability of contractors. When (if) the best value bidder reaches their bonding capacity in accumulated projects, the secondary bidder will be used for any (if any) remaining projects. On January 15, 2013, McMahon Contracting was awarded as primary vendor.

This price agreement will be used in conjunction with the 2013 Street Maintenance Sales Tax Program and other various projects for Public Works. These bids are for companies that have bonding capacity of up to $3,000,000.

Bid notifications were sent to 1,797 vendors and 6 bids were received and were opened on November 29, 2012. Bid from New Star Grading and Paving of Dallas, Texas, for secondary vendor, meets specification and is acceptable. Work will be allocated to one and/or both contractors depending on their ability to complete the proposed work orders, at the time, along with their other commitments.
