Analysis
On June 2, 2015, Council approved a Guaranteed Maximum Price (GMP) construction contract with Pogue Construction in the amount of $5,069,871, plus a 5% contingency in the amount of $253,494 for a new Fire Station No. 10 to be constructed in the Lake Peninsula sector of the City. The Notice to Proceed letter was issued on 8/11/15, and construction commenced shortly thereafter.
One of the early phases of the construction includes the drilling of foundation piers. As that process began, it was quickly noted that an unacceptable level of water seepage within the drilled holes was being encountered that would require pier casings to eliminate this condition and allow the holes to be poured without comprising the strength and quality of the poured concrete. It was further noted and acknowledged that the cost of pier casings had been specifically deleted from the Contractor’s GMP bid and was not a part of his pricing to the City. However, the Contractor had received unit cost pricing from his pier drilling subcontractor, so there was a mechanism in place to calculate the cost of the casings on a pre-established basis in the event casings were necessary.
In the final analysis, all 123 piers on site required casings. Utilizing the unit costs in place for casings has resulted in an additional cost to the project in the amount of $102,217.16 as calculated from the onsite geotechnical reports of the actual depths drilled. Therefore, at this time City staff is requesting Council approval of Change Order No. 1 to cover the cost of the casings as required.
Financial Consideration
Funding is available from contingency amounts approved by Council at time of contract award.
