The Purchasing Division advertised for competitive sealed proposals (RFP #18068) for the Phase I construction of PlayGrand Adventures, with submissions due by April 4, 2018. A total of seven construction managers responded to the RFP. The selection committee reviewed all of the proposals and narrowed the field to a list of three finalists, Key Construction, Pete Durant and Associates and Hill & Wilkinson General Contractors for interviews. Based on its grade, which was the highest, Hill & Wilkinson was determined to be the best value based on the published selection criteria. Staff began to negotiate with Hill & Wilkinson on the terms of the potential contract and were able to reduce construction services and general conditions by $50,206. They are being recommended to Council, for the pre-construction CMAR construction contract.
The Construction Manager at Risk preconstruction services involves evaluation of consultants construction plans and specifications, development of construction estimates, preliminary construction schedule, value engineering and constructability review during the Design Phase.
Pending determination of a final project construction cost within the development budget, a subsequent contract award shall be comprised of Hill & Wilkinson Field and Office staff, General Conditions and Construction Services based on a 2.95% fee applied to the construction cost. A guaranteed maximum price (GMP) will ultimately be confirmed and submitted to City Council for final project cost award.
