Analysis
The City initially engaged Catalyst Commercial and its team of co-consultants in April 2018 to conduct a detailed analysis of Main Street and Grand Prairie’s historic Downtown.
After months of meetings (including a weeklong Design Charrette), Catalyst and its partners began to share their thoughts with staff - and a Main Street Task Force guided by Deputy City Manager Steve Dye.
Catalyst Commercial President Jason Claunch delivered a Draft Plan to staff in late 2018 and presented the Draft Plan to the City Council’s Development Committee on February 18, 2019. On March 18, 2019, Mr. Claunch presented the plan to the full Council during a Staff Briefing - and handed each Councilmember a flash drive with the Main Street Plan and a copy of the presentation PowerPoint.
Meanwhile, Staff and Catalyst officials continue to communicate with both the North Central Texas Council of Governments and the Texas Department of Transportation about the possibility of a “turn back” of a portion of Main Street, as was recommended within the Draft Plan. NCTCOG officials have noted how adoption of the Plan will help the Regional Transportation Council (the transportation entity funded through NCTCOG’s role as a Metropolitan Planning Organization) to help fund some of the improvements necessary through an eventual Main Street turn back.
Therefore, Staff is returning to Council with a Resolution for their consideration to adopt this Main Street Plan.
