Analysis
Linens rented under this agreement are used in events at Ruthe Jackson Center. The costs of these linens are passed through to customer(s) with a retail markup and as such qualify for an exemption from bidding under local government code 252.022 General Exemptions for "goods purchased by a municipality for subsequent retail sale by the municipality". Mission Linen has been the preferred vendor at the Ruthe Jackson Center for over thirteen years and has provided exceptional service and product while remaining competitive with costs for the rental of linens.

While these linens do qualify for an exception to bidding under local government code 252.022 staff attempted to rebid the service at the expiration of the current contract. Notice of Bid #16089 was advertised in the Fort Worth Star Telegram, The State's Electronic Business Daily, Bid Sync and distributed to nine (9) known vendors, including one (1) Grand Prairie vendor. Two bids were received. One bid was rejected due to non-responsiveness on the bid parameters and the other bid was determined to lack the required experience and qualifications.

City staff recommends rejection of bid 16089 and approval of a contract with Mission Linen as this contract is deemed to be in the best interest of the City.
