Analysis
The City Council at their October 16, 2007 meeting approved Resolution 4268 which authorized Dallas County Public Works to design, acquire right-of-way and construct Hunter-Ferrell Road between Beltline Road and MacArthur Boulevard as well as obligate Grand Prairie to fund $4,187,400 for the project. The City of Irving also approved a Resolution approving the same for their portion that lies within their city.
When the design was complete and the right-of-way acquisition was nearing completion, Dallas County submitted an invoice in the amount of $1,004,011.54 for our share of the design and right-of-way. Funding was available from TIF #1 in the amount of $3,312,820 and moved to the Street Capital Projects Fund (400192) per City Council action (10-0317). With the approval of the Ordinance, the funds were appropriated and available to reimburse Dallas County for this current request and future requests for payment.
In February of 2012, a resolution was approved by City Council (10-0891) in the amount of $220,352 for add alternate enhancements which included such items as a monument sign at the city limit line with each city's name and log, additional landscaping, additional streetscaping and custom railing for the bridge. This brought the agreement total to $4,407,752.
Dallas County has now completed the construction with Grand Prairie participation totaling $4,613,557.40. Additional funding in the amount of $205,805.40 is currently requested to complete Grand Prairie's participation on the Hunter Ferrell Road project with Dallas County.
