Analysis

The current air and oil lubrication at the Service Center is aged, and its reliability has decreased.  This is being proposed by Reeder Distributors Inc. as a turn-key operation. Reeder Distributors Inc. will do all setup, installation, training and will handle all warranty and service of the equipment.

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master inter-local cooperative agreements with various entities including BuyBoard.

The BuyBoard is able to save money by pooling the impressive purchasing power of their members, which include hundreds of school districts, municipalities, counties, other local governments, and nonprofits across Texas. They use the power of numbers as leverage to get better prices with the same vendors we use now.

The air and oil lubrication system and associated equipment will be purchased directly from Reeder Distributors Inc. through their BuyBoard contract #551-17 effective December 1, 2017 and set to expire November 30, 2020 with two one-year renewals remaining.

Financial Consideration

Funding for the purchase of the replacement and installation of the air and oil lubrication system from Reeder Distributors Inc. in the amount of $92,573 is available in the FY 2018/2019 Fleet Services Fund (225510-68300).
