Analysis
The Main Library, located at 901 Conover Drive, is experiencing roof leaks into the entire building. Thus, the roofs leaks have damaged floors, walls, ceilings, etc. In addition, solar panels were inadequately installed onto the roof. Therefore, the roof has rapidly deteriorated and is now failing.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including the Master Intergovernmental Cooperative Purchasing Agreement (MICPA) with Cobb County, GA and U.S. Communities.
Garland/DBA, Inc. through their MICPA #14-5903 contract is recommended for this project. Their successful projects with the city's recent roof repair and/or replacements (Municipal Court, Service Center, McFalls rental building, and others) support this recommendation. Ed’s Electric will provide assistance with removing the existing solar panels. (They are the City's contracted electrician vendor.)
Financial Consideration
Funding for roof replacement at the Main Library and removing solar panel equipment in the amount of $700,000 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Capital Reserve Projects Fund (402590) WO #01611903 (Roof Replacement - Main Library) 63010 (Bldg & Grounds Maint).
