Analysis
The City of Grand Prairie’s Public Safety Building (PSB) operates three electronic automated gates at its two entrances and one exit of the employee parking area. Over the course of the last few years, these gates and their electronic mechanisms have experienced numerous maintenance issues that include; immobilized gates, faulty gate rails, and burned motors. Additionally, the gates and their electronic mechanisms were not designed to function at the level of usage needed at the PSB nor to handle the strong winds as currently experienced in this area.

The Police Department, in conjunction with the Facility Services Department, planned to replace these gates and their electronic mechanisms in FY 2017. During recent wind storms, one of the gates was so severely damaged that it is no longer operational. The estimated cost to repair this gate and the accompanying electronic mechanism is approximately $4,500. Rather than repair the gate, the Department is requesting to move the planned replacement project forward in order to resolve the problem and save the short term repair expense. This project is especially urgent, as emergency vehicles only have one point of egress from the parking area.

A Notice of bid was distributed to four vendors. There was one Grand Prairie vendor available for this commodity. One bid was received as shown on attachment A.

The Finance and Government Committee reviewed this item on May 3, 2016, and recommended that it be forwarded to City Council for approval.
