Analysis
The new Polaris Rangers will replace two Yamaha Rhinos that were purchased with grant funding 12 years ago. The Rangers will be used for EMS at many events at Lynn Creek Park, City-sponsored events, and large gatherings where medical teams are needed.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including Sourcewell.
Sourcewell (formerly National Joint Powers Alliance (NJPA)) through a comprehensive 12-step process creates national cooperative contract purchasing solutions on behalf of its member agencies which include all government, education and non-profit agencies nationwide and in Canada. These cooperative contract opportunities offer both time and money savings for their users by consolidating the efforts of numerous individually prepared solicitations to one national, cooperatively shared process. This process leverages the aggregation of volume from members nationwide. The units will be purchased using Sourcwell contract #051717-PSI expiring July 18, 2021.

Funding for the purchase of two replacement utility vehicles is available in the Fire-State Supplemental Fund (TASPP) (334691) account 68300 (Other Machinery and Equipment).
