Analysis
Staggerwing Development #4, LLC has entered into a lease with the City of Grand Prairie for land to construct nine hangars. Access to the development requires the construction of one taxilane and an extension of the existing taxilane.
KSA Engineers was awarded a design and project management contract for the taxilanes. Notice of bid #15043 was advertised and viewed by 39 vendors, including one Grand Prairie Vendor. Four bids were received as shown on Attachment A. Bids for the construction of the taxilanes were opened on January 13, 2015 and Aerofirma Corporation is the apparent low bidder at $396,516.67.
Prior to initiation of the project, Staggerwing Development #4, LLC did sampling to ensure the project would be possible at the selected site. Sampling was originally included in the contract with KSA Engineers, Inc. for the design. Sampling was deleted when Staggerwing Development #4, LLC indicated that they could expedite the process by contracting for the sampling themselves. They have requested reimbursement for the cost incurred of $1,800.00.
Financial Consideration
Funding for the contract to Aerofirma Corporation for construction of taxilanes associated with a development by Staggerwing Development #4, LLC., in the amount of $398,317 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Airport Capital Projects Fund (505292), to WO #01511603 (South Development Project).
