Analysis
The Parks and Recreation Administration Building’s Heating Ventilation and Air Conditioning system (HVAC) is outdated and requires replacement. Over the last several years, several temporary repairs were made to keep the system operational. However, many components of the current HVAC system are no longer available nor manufactured.

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including TXMAS and BuyBoard.

The Texas Procurement and Support Services (TPASS) has established, as an alternative purchasing method, the use of Texas Multiple Award Schedule (TXMAS) contracts that have been developed from contracts awarded by the federal government or any other governmental entity of any state.
