Analysis
The City is looking to modernize its Permitting, Inspection, Planning, and Engineering (PIPE) information technology system. As part of the purchase, conversion, and implementation of the new PIPE software, an implementation project management firm will help manage the overall and day-to-day project management duties. City staff have day-to-day tasks and commitments outside the software implementation project, so the City requires a consultant that can lead it through the process and make best use of limited staff time.
The term of this contract is for an anticipated 20 months and will begin immediately to overlap with the software implementation scheduled for 14-18 months. Notice of bid #18140 was advertised and distributed to 20 notified vendors. There were no Grand Prairie vendors available for this commodity. 3 bids were received as shown on attachment A. Berry Dunn McNeil & Parker, LLC meets specifications and is recommended for award.
Financial Consideration
Funding for the Software Implementation Consulting Contract for Implementation Project Management Services from BerryDunn McNeil & Parker, LLC, in the amount not to exceed $468,000 is available as follows:
1. $225,000 in the Storm Capital Projects Fund (401592), WO #01906101 (FY19 Software Upgrade STRM)
2. $225,000 in the Water Capital Projects Fund (500592), WO #01911601 (FY19 Software Upgrade WTER)
3. $18,000 in the Wastewater Capital Projects Fund (500692), WO #01912701 (FY19 Software Upgrade WWST)
