Analysis
The 2007 haul tractor and 2014 trailer will be utilized by water utilities to haul the PC400 Excavator, which weighs approximately 50 tons.
Notice of bid #14128 for the 2007 or newer haul tractor was advertised and viewed by 9 vendors. There were not any Grand Prairie vendors available for this bid. Two bids were received and opened on July 28, 2014, see Exhibit A for results.
The low bid received from Southwest International Trucks Inc does not meet specifications and was disqualified. The transmission is only 10 speeds, which is not specific for heavy haul; does not have rear differential full lockers; and does not have the correct axle ratio.
Second bid from Porter Truck Sales meet specifications and is therefore recommended for the award.

Financial Consideration
Funding for the haul tractor and trailer, in the amount of $140,269.50, is available in the FY 2013/2014 Water Wastewater Operating Budget, savings from the Treatment TRA Contract (361010 60790) will be moved to 361211 68360 upon approval.
