Analysis
Chapter 252.022 of the Local Government Code authorizes local governments to exempt expenditures from competitive bidding for goods purchased for retail resale. The City Of Grand Prairie does not need to competitively bid these items as they will be used for retail sales at the Summit and Ruthe Jackson Center. Expenditures in these areas are directly tied to revenue generation in the retail function. Thus as retail revenues increase so do costs associated with the procurement of these resale goods. FY 2014/2015 revenues for both the Summit and Ruthe Jackson Center are projected to be $214,000.
Financial Consideration
Funding to purchase goods for retail resale from Ben E. Keith for The Summit and Ruthe Jackson Center, in the amount not to exceed 103,999, is available in the FY 2014/2015 Ruthe Jackson Center (AU 351110) and The Summit (AU 351710) operating budget in the Park Venue Fund.
