Analysis
Fleet Services is interested in adopting a revised policy recommended by the Regional Transportation Council (RTC) at NCTCOG to become a Clean Fleet Policy Adoptee which went into affect December 2014. The revised policy will replace the existing Ordinance #7526. The Clean Fleet Policy is an important initiative as we strive to improve air quality in the 10-county ozone nonattainment area. Implementing the goals of the policy, including implementing an idle-reduction (IR) policy/Standard Operation Procedure (SOP), becoming a Dallas-Fort-Worth (DFW) Clean Cities Stakeholder and participating in the DFW Clean Cities Annual Report engages regional fleets in clean fleet, best practices and promotes reductions in emissions and fuel consumption.

A RESOLUTION OF THE CITY OF GRAND PRAIRIE, TEXAS, ADOPTING THE REVISED CLEAN FLEET POLICY AND IDLE-REDUCTION POLICY, TO BECOME EFFECTIVE UPON PASSAGE AND APPROVAL
WHEREAS, the North Central Texas Council of Governments (NCTCOG) has been designated as the Metropolitan Planning Organization (MPO) for the Dallas-Fort Worth (DFW) Metropolitan Area by the Governor of Texas and in accordance with federal law; and,
WHEREAS, the Regional Transportation Council (RTC), comprised primarily of local elected officials, is the regional transportation policy body associated with NCTCOG and has been and continues to be the regional forum for cooperative decisions on transportation; and,
WHEREAS, NCTCOG has been designated as a Clean Cities Coalition for the DFW region by the US Department of Energy in accordance with federal law and the NCTCOG Executive Board authorized NCTCOG to serve as the host organization for the DFW Clean Cities (DFWC...
