Analysis
As part of the City’s ongoing Capital Improvements Program, wastewater mains in poor condition are recommended for replacement by the Water Utilities staff on a yearly basis. City staff prepared plans and specifications to replace wastewater mains in six locations throughout the city with new wastewater mains.
On May 19, 2015, the City Council awarded this project to SYB Construction for the low bid amount of $548,527.70. Included as part of the contract award was a 5 percent contingency of $27,426.00 for project changes while under construction, which is typical for Capital Improvements projects. During construction at several locations, several items were added, deleted, or modified due to changes in field conditions from when the project was bid. This extra work has resulted in Change Order Number 1 in the cumulative amount of $55,497.00 and a net contract change of $16,879.00. This contract change requires City Council approval since it exceeds the $50,000 threshold for the cumulative amount of the change order/amendment.
City Staff recommends approval of Change Order Number 1, as all additional work performed by SYB Construction was required to successfully complete each location.
