Analysis

Dallas County Flood Control District #1(DCFCD1) and the City of Grand Prairie are both required to submit a Notice of Intent to discharge storm water and submit a Storm Water Management Program (SWMP) for 2019 through 2023 as both parties have been identified by the State of Texas as a Municipal Separate Storm Sewer System (MS4).  DCFCD1 can not submit a SWMP independently as they have no enforcement authority and the TCEQ highly encourages MS4s to enter into an interlocal agreement if one of the parties does not have enforcement capabilities. As a portion of DCFCD1 lies within the City of Grand Prairie, the City would include two best management practices in our SWMP for which DCFCD1 would have the responsibility to complete.  This includes conducting maintenance and improvements for the drainage components owned by the DCFCD1 and maintaining standard operating procedures for the disposal of waste removed from their storm water system.  The inclusion of their best management practices will not impact the City’s responsibilities under the SWMP. 

 

Financial Consideration

There are no financial considerations as the DCFCD1 would agree in the interlocal agreement that services related to the inspection and maintenance of DCFCD1 storm water systems within their boundary will continue to be their financial responsibility.
