Analysis
On December 15, 2015 Council ratified a construction contract with North Rock Construction for Emergency Repair and Replacement of the failed concrete drainage channel wall at 811 SE 4th Street (Indian Hill Branch) in the amount of $244,244.56 with 5% contingency of $12,212 for a total request of $256,456.56. This contract was the solution to the channel wall along the southside of the channel at 811 SE 4th Street failed on Friday, November 27, 2015. Approximately 100 feet of concrete wall fell onto the concrete channel floor. Another 30 feet of wall was compromised with this failure. The City was notified of the wall failure on Monday. November 30.
The apartment structure at 811 SE 4th St. is approximately 10 feet from the slope failure and is considered to be in imminent danger should another rain happen before the wall can be fixed. City staff met with its on-call engineer and contractor to discuss potential short-term and permanent solutions. City staff concluded that the permanent solution of replacing the concrete wall would be more cost-effective and timely than attempting short-term solutions. The entire channel wall along the south side of the channel will be replaced - roughly 200 feet of wall - as an emergency repair and was considered to be a permanent solution.
The project is now complete and this reconciliation change order is the result of final quantity adjustments. Total project cost $261,856.16.
