Analysis
Based upon current pedestrian crossing activity, staff recommends amending Schedule III of the Traffic Register by extending the north limit of one shared school zone on South Carrier Parkway for Jackson Middle School and Zavala Elementary School to cover an area where the students often cross in the afternoons. Also, GPISD has changed some of their bell times making it necessary to modify effective times for 22 existing school zones for the campuses of Adams Middle School, Arnold Middle School, Jackson Middle School, Kennedy Middle School, Johnson DAEP, Grand Prairie High School (GPHS), Grand Prairie Fine Arts Academy (GPFAA), and South Grand Prairie High School (SGPHS) and 9th Grade Center.
Financial Consideration
The modified 20 mph reduced speed school zones will be established using solar powered flashers. The effective time changes will be reprogrammed and/or static signs will be modified with the new times. Funding for the costs associated with this adjustment is available in the FY 2015/2016 General Fund Budget, Signs and Markings Maintenance Budget, account 251910-63115.

AMENDING SCHEDULE III OF THE TRAFFIC REGISTER TO ESTABLISH MAXIMUM SPEED LIMITS LESS THAN 30 MPH; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND TO BECOME EFFECTIVE UPON ITS PASSAGE, APPROVAL, AND PUBLICATION.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT Schedule III - Establish Maximum Speed Limits less than 30 mph shall be amended as follows:
