Analysis
Richard Salinas,dba Farmers Insurance Agency, has an existing agency located at 2321 S. Beltline Road. He has acquired property across the street at 2000 Beltline Road in order to construct a new office building. The acquired property does not have water service and per City policy, he is required to extend a 12" water line across the entire frontage of his property.

The property immediately south, developed many years ago, does not have the water line extended across its' frontage and therefore Mr. Salinas does not have a connection point for his water line. Although required at the time and shown as installed on City records, Mr. Salinas' discovered that the line was never installed, creating the necessity for him to install such before he can put in his required line.

Since City records showed the line to the south installed and Mr. Salinas was told by city staff that it would be his point of connection, he did not plan on extending the line across this developed property which will require about 114 linear feet of 12" water line as well as concrete removal and surface restoration incurring substantial additional cost in excess of the extension across his property. For this reason he has requested City consideration of a Developer Agreement that would reimburse him in an amount not to exceed $14,550 for the water line installation offsite of his property.


Financial Consideration
Funding for a Developer Participation Agreement with Richard Salinas, in the total amount of $14,550, is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Water Capital Projects Fund (500592) to WO #01816503 (Richard Salinas Developer Agreement)...
