Analysis
The PID Board recommended that Arbor Masters Tree Service be awarded a contract for tree and brush services. The initial term extends from January 1, 2016 through December 31, 2016. The contract includes a one-year price agreement to include two one-year optional renewals for tree and brush services at an estimated annual cost of $33,360 (total of $100,080 if all extensions are exercised). The City of Arlington obtained its contract with Arbor Masters through competitive bidding, and the City of Grand Prairie may contract with Arbor Masters at the same rates through an interlocal agreement with the City of Arlington. Staff requests City Council approval to authorize the City Manager to execute future renewals if funding is available.
Chapter 252.022 (a) (9) of the Texas Local Government Code exempts public improvement districts from competitive bidding requirements. Per that statute, the PID Advisory Board is empowered to enter into contracts such as the ones with Arbor Masters Tree Service following approval by the City Council.
Chapter 271.102 of the Local Government Code authorizes local governments participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master interlocal cooperative agreements with various entities including the City of Arlington.
