Analysis
The approved Capital Outlay Budget for FY 2017 includes $95,000 for the purchase of a Main Line Sewer Camera as an improvement.

The ability to televise the sanitary sewer main lines is essential in locating, identifying and assessing existing and potential problems throughout the wastewater collection system. This camera will greatly reduce the amount of time and cost associated with locating problems in the sanitary sewer system.

This camera system shall also facilitate efforts in reducing sanitary sewer overflows in meeting compliance with the Sanitary Sewer Overflow Initiative set forth by the Texas Commission of Environmental Quality. The goals of the initiative are to set reduce the number of sanitary sewer overflows before they harm human health, safety, or the environment and before they become enforcement issues. Water Utilities will spend resources on correction as opposed to having to pay penalties associated with an enforcement order, in addition to the money required to complete corrective action. The camera system will allow Water Utilities to identify any potential failures and take corrective action before they become a problem.

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including H-GAC.
