Analysis
On May 6, 2014, the City Council authorized the City Manager to execute an Interlocal Agreement with NCTCOG for the implementation of the Regional Traffic Signal Re-timing Program (RTSRP). Ninety four (94) City of Grand Prairie's signalized intersections of which 50 signalized intersections are located on the State highway system that lies within the City of Grand Prairie will be funded through the RTSRP.
This amendment will change the 80/20 funding split (80% federal and 20% match from the City) to 100% funded without a match from the City. With the 100% funding option the project uses 80% federal funding and the 20% match is provided through Transportation Development Credits (TDCs).
The estimated project cost is $526,400 of which $421,120 is funded through CMAQ funds and the 20% match of $105,280 for the on-system and off-system locations will be satisfied by Transportation Development Credits (TDCs) through NCTCOG.
Financial Consideration
There will be no cost to the City of Grand Prairie stemming from this amendment. Since in-house labor distribution will now not be covered by either the NCTCOG grant or TDC, Staff is recommending that the original approved City match of 20% ($69,430) be reallocated back into Street Capital Project fund (400192) WO #01412903 (City Wide Traffic Signal Timing) for City staff in-house labor expenses for this project.
