Analysis
The abandonment applicants, Eloy A. Villafranca and Kitty R. Villafranca, have requested the abandonment of a 7.5-foot utility easement on the north side of their lot. The Villafrancas want to construct a pool in the easement area.
Staff has reviewed the requested abandonment and finds that the abandonment of 7.5-feet would not hinder drainage or utilities in the area. All pre-existing drainage patterns will be maintained.

E-3 ADDITION TO THE CITY OF GRAND PRAIRIE, TARRANT COUNTY, TEXAS; PROVIDING FOR THE QUITCLAIM THEREOF TO ELOY A. VILLAFRANCA AND KITTY R. VILLAFRANCA THE FEE OWNERS OF LOT 9, BLOCK A, MIRA LAGOS NO. E-3 ADDITION; PROVIDING FOR THE TERMS AND CONDITIONS OF THE ABANDONMENT AND QUITCLAIM MADE HEREIN; PROVIDING FOR THE INDEMNIFICATION OF THE CITY OF GRAND PRAIRIE AGAINST DAMAGES ARISING OUT OF THE ABANDONMENT HEREIN; PROVIDING FOR THE CONSIDERATION FOR THE ABANDONMENT; AND PROVIDING AN EFFECTIVE DATE FOR THE ORDINANCE
WHEREAS, the City Council of the City of Grand Prairie, acting pursuant to law and upon the request and petition of ELOY A. VILLAFRANCA AND KITTY R. VILLAFRANCA, hereinafter referred to as GRANTEE, deems it advisable to abandon and quitclaim an unneeded public utility easement in the City of Grand Prairie, Tarrant County, Texas, more particularly described in “Exhibit A”, attached hereto and incorporated herein; and
WHEREAS, the City Council of the City of Grand Prairie is of the opinion that said public utility easement is not needed for public use, and same should be abandoned and quitclaimed; and
