Analysis
On March 7th, 2017 City Council authorized the City Manager to submit a grant application to the Petco Foundation for veterinary services specifically to be used with Prairie Paws' feral cat Trap-Neuter-Return (TNR) program. Grant funds would be utilized to cover the cost of these TNR services provided by a non profit, animal welfare agency.
Grand Prairie Animal Services was awarded this grant from Petco Foundation to provide Trap-Neuter-Return (TNR) veterinary services for feral and community cats as well as to provide sterilization for the general public's owned animals on special events through mobile clinics setup across the city. Spay Neuter Network is the only non profit, low cost vendor who can perform services for any minimum number of animals while housing them in their own facility prior to and after surgery, as well as providing all transportation to and from Prairie Paws. The only other non profit, low cost vendor could not provide the requested services of housing, transportation, and required a minimum of 15 animals prior to engaging in any services; Animal Services does not have the capacity for transportation nor the ability for overnight lodging of the animals as neccessary and required for Trap-Neuter-Return (TNR) surgeries.
This service agreement contract would be for a single one-year term with no renewal options.
Financial Consideration
Prairie Paws Adoption Center received the funding from The Petco Foundation to provide veterinary services (rabies vaccination, spay/neuter surgery, ear-tip and microchip) for up to an estimated 1,150 animals at $65 per animal. (Total grant value is up to $75,000).
