Analysis

Pavements expand and contract with seasonal temperature changes, causing cracks and joints in the pavement to separate.  Crack and Joint Sealing is used to fill these cracks to prevent the infiltration of water into the road bed.  The Crack and Joint sealing is also used as a prelude to an asphalt overlay or roadway seal coat maintenance.

 

Notice of bid# 16049 was viewed by 28 vendors, including three Grand Prairie vendors who did not respond.  There were two bids received as shown on Attachment A.  Vendors were requested to provide pricing per linear foot for both Crack Sealing and Joint Sealing services.

 

The award was based on best value criteria set up in the specification, including reputation, price, past relationship with the City and other municipalities, if they were local, and other relevant criteria as listed in the specification.

 

Curtco, Inc. meets specifications and is recommended for award.

 

Financial Consideration

Funding is available in the Street Capital Improvement Projects, 400192-01606603-63030 (Streets, Roads & Highway Maintenance) FY16 Seal Coat, and will be charged accordingly on orders through the end of the fiscal year.  Funding for future years will be paid from that year's approved budget.
