Analysis
The city’s animal control ordinance is proposed to be updated to reflect changes in state regulations and shelter operations. The changes include:
· Wording updates recommended by the City Attorney’s office to sections dealing with dangerous animals, abandoned animals, the requirement to provide shelter, and fee collection.
· The addition of a new section designating the city as the caretaker for impounded animals to facilitate the ability to provide immediate veterinary medical care to incoming animals.
· The addition of a new section that implements state regulations for the impounding of livestock by the county sheriff.
· A modification of the sections covering adoption procedures to incorporate the shelter’s new sterilization clinic.
· Regulations concerning the transport of animals in vehicles, including a prohibition on leaving animals in closed vehicles subject to extreme weather conditions.
· Modification of the impound fees to incorporate an escalation of fees for owners that have animals repeatedly impounded.
· Incorporating miscellaneous wording updates, such as changing animal control to animal services
The proposed ordinance modifications were reviewed and approved by the Animal Shelter Advisory Committee on May 1, 2014.
In addition, the proposed ordinance modifications were reviewed and approved by the Public Safety, Health and Environment Committee on June 4, 2014.
Financial Consideration
The escalated impound fee will result in increased revenue. The amount of increase is unknown since the Animal Services Division does not currently track repeat impoundments
