Analysis
The Development Center’s Heating Ventilation and Air Conditioning system (HVAC) has started to fail and has two (2) west side units in need of replacement. Several temporary repairs were made to keep the system operational, and now the major component, R22 Freon, is no longer being manufactured.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including U.S. Communities.

The HVAC units and associated equipment will be purchased directly from the manufacturer Trane through their U.S. Communities contract #15-JLP-023
Financial Consideration
Funding for the purchase of the HVAC system units and installation from Trane in the amount of $150,000 is available in the Municipal Facilities Capital Projects Fund (405090), WO #01602403 (Development Center (East) HVAC), Account 63110 (HVAC System Maintenance). The remaining $10,333 is available in the Municipal Facilities Capital Project Fund (405090), WO #01502103 (FY15 Building Infrastructure), Account 68014 (HVAC Systems).
