Analysis
The Parks Department was funded to provide athletic field lighting at one of the football fields at Parkhill Park. This lighting system is designed with LED light fixtures with the ability to provide proper lighting on the field but drastically limit the amount of spillover light beyond the field area. Musco Lighting provided a BuyBoard price quote of $199,211 to perform the work. Musco Lighting is a nationwide premier sports lighting company. The proposal includes a 25-year warranty and maintenance program which exceeds all other sports lighting suppliers.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has a master interlocal purchasing agreements with various entities including BuyBoard.
The BuyBoard is able to save money by pooling the impressive purchasing power of their members, which include hundreds of school districts, municipalities, counties, other local governments, and nonprofits across Texas. They use the power of numbers as leverage to get better prices with the same vendors we use now.
This item was presented to the Finance and Government Committee on March 5, 2019 and received recommendation for approval by the City Council.
