Analysis
The City's largest and most important water supply line located along Camp Wisdom Road is 30+ years old. In recent years, it has been necessary to repair the line twice, in one case having to impose major restrictions on water usage. the line is some 4.5 miles long and supplies some 70% of the city's water supply.

You will recall from the CIP plan that there is a planned reconstruction of Camp Wisdom from Carrier to FM 1382 using combined RTR, Dallas County, Grand Prairie and Dallas Funding. The County is the lead agency on this project, which is now in design. We feel that given the age and previous experience with this line, it would be wise to investigate the condition of the line and make any needed repairs or preventive maintenance prior to this construction.

While the area of main concern is the distance of the road rebuilding, this line extends into Dallas and Cedar Hill where we have 24 million gallons of water storage receiving water supply from Dallas. We propose to investigate the entire line, perhaps in two phases if necessary, with Phase I being the section of the road rebuild.

This contract will employ a consulting engineer to develop specifications and receive proposals from companies performing this type of work, evaluate the methdologies proposed and recommend a contract award for the pipeline investigation. We anticipate a cost of near $1 million total for both phases of the investigation. Any repairs and/or preventative maintenance issues needed is not included.
