Analysis
As part of the FY 2013/2014 Park Capital Projects, the removal of the existing PVC pool liner and installation of a plaster surface on all the interior surfaces of the pool was approved.  New ceramic tile lane markings will be added as part of the pool renovation project.
 
State purchasing laws authorize local governments to enter into inter-local and cooperative agreements for the performance of governmental functions normally associated with the operation of government, such as purchasing of necessary materials, supplies and services.  The City of Grand Prairie does not need to competitively bid items purchased through such agreements as they have already been bid by the sponsoring entity.  The City of Grand Prairie has master inter-location cooperative agreements with TASB BuyBoard.
 
Work will begin in early August and be complete in early September.
 
The proposed project was presented and approved by the Finance and Government Committee on July 15, 2014.
 
Financial Consideration
Funding for a contract with DCC, Inc., in the amount of $75,338.40 and a 5% contingency in the amount of $3,767 through TASB BuyBoard, for swimming pool shell repairs at the Kirby Creek Natatorium, is available in the Park Capital Projects Fund (317193), WO #01403403 (Liner/Replaster Natatorium).
