Analysis
The Housing and Neighborhood Services Building (formerly Lone Star Gas Building) was purchased and remodeled in 2001. Subsequent to this, there was an addition built to the building in 2005. Since that time, there has been no significant work done to the building beyond routine maintenance. We request the City Council approve an appropriation in the amount of $68,437.95 from the unobligated fund balance to award a bid for $65,179.00 with a 5% contingency totaling $68,437.95 to Johnson Construction to effect the painting and general remodeling of the interior of the building. The remodeling includes the repurposing of the former file room to office space and the reconfiguring of the existing systems furniture currently in use. the bid tabulation sheet is attached (exhibit 1) to provide full disclosure regarding all the bids submitted. A bid from Herndon Services is included in this tabulation and had not been reviewed due to it's not being within 10% above or below the staff estimated cost. After the tabling of this item this bid was reviewed by staff and the City Attorney, after review the bid as submitted was found to be non responsive due to several calculation errors and incomplete line item totals; thus further disqualifying this bid. Attached you will also find (exhibit 2) the detailed bidding procedures utilized by Housing and Neighborhood Services.
