Analysis
The approved Capital Outlay Budget for FY 2016 includes $60,000 for the purchase of a By-Pass Pump as an improvement. The by-pass pump will be used for various wastewater tasks such as: by-passing manholes in emergency situations, an emergency back-up pumping system for multiple waste water sites and use to recover creeks after sanitary sewer overflows required by TCEQ.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including H-GAC.
The H-GAC contracts primarily offer products that are utilized in Public Safety, Public Works, and Communications; and services such as professional consulting, personnel and financing. A wide variety of capital equipment is under contract, and through a unique feature of the H-GAC contracts, the equipment can be customized through the use of published and unpublished options to meet the specific needs of our department.
Xylem Dewatering Solutions, Inc. dba Godwin Pumps of America, Inc., through the H-GAC portable construction and maintenance contract (CM02-15), offers the trash pump needed.
The H-GAC contract (CM02-15) was effective as of February 1, 2015 and expires January 31, 2017.
