Analysis

The City of Grand Prairie Housing and Neighborhood Services Department and the Grand Prairie Career and Technical Education Department desire to come together to engage in the GP "Future Builders" Program.  This program is designated to build affordable homes as part of the HCV (Section 8) homeownership program, while providing a platform for hands-on training for students who are a part of the CTE program within the School District.

 

This program has specific obligations to the program required of the City and of the School District, as delineated in the agreement herein attached (exhibit A).

 

Staff is recommending approval of this program as not only are our children being given the opportunity to build a structure hands-on, but it also allows GPHNS to continue its efforts in providing safe, decent and affordable housing to our HCV homeownership participants who, through hard work, have achieved a level of self-sufficiency qualifying them for consideration to be a benefactor of this program.

 

Recommended for approval by City Council, Finance and Government and Development Committees.

 

Financial Consideration

Sufficient funds are available for reprogramming in the PY2016 HOME funding to support this program at $70,000.00 for PY16; and funding is also available in PY2016 CDBG direct delivery to fund 1 part-time position to serve as Superintendent to supervise these builds on behalf of the City.
