Analysis
In January 2019, Tangle Ridge experienced a failure in the main sewer line, which required an immediate repair. Entech provided an initial repair estimate of $36,142. After starting the excavations for the required repairs, Entech discovered the following:

1.) The sewer line had deteriorated beyond the expected repair in the original estimate
2.) The line running from the grease trap to the sewer line had also deteriorated
3.) The sewer line connection into the building was improperly routed through a grade beam during construction.
These deficiencies would require additional excavation under the building and repositioning of restroom fixtures (toilets) to correct all the deficiencies in the main sewer system. As a result, interior cosmetic repairs would also be required to complete the emergency sewer line repair.
Entech submitted a $62,025 change order to address these unforeseen sewer repairs, adjusting the total repairs needed to $98,167. Having received this new repair estimate and proposed change order, and understanding that not only additional plumbing repairs would be required but also now internal cosmetic repairs would be necessary, staff solicited additional bids. Home Depot, under their US Communities interlocal agreement, submitted a bid of $44,376 to complete the additional outside sewer repairs and interior cosmetic repairs bringing the total repairs required to $80,518.
