Title: Terminate a Price Agreement with Weldon’s Lawn and Tree and award a price agreement to Terry Rutland for grounds maintenance for various City well sites ($25,550 Recurring Landscape Services), ($5,450 for as-needed Landscape Services) for a combined total of $31,000 annually for one year with the option to renew for four additional one-year periods totaling $155,000, if all extensions are exercised; and authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City’s obligation during the renewal terms

Analysis

This agreement is for mowing and grounds maintenance of various water well sites listed on attachment A. Well-sites are mowed and maintained to comply with City standards. Council initially awarded Weldon’s Lawn and Tree the contract on April 4th, however, due to the Vendor’s refusal to perform at the specified bid pricing, City Staff are seeking to terminate for default and award to the second lowest vendor, Terry Rutland.

 

Notice of bid #19044 was viewed by 39 vendors. There were three Grand Prairie vendors available for this service. Four (4) bids were received as shown on Attachment A.

 

Terry Rutland is a Grand Prairie vendor, meets specification, and recommended for award.

Financial Consideration

Funds are available in the FY 2018/2019 Water Wastewater Fund (361211) Building Grounds and Maintenance (63010) and will be charged accordingly on orders through the end of the current fiscal year.  Funding for future fiscal years will be paid from that year’s approved budgets.
