Title
Price Agreement Contract for Police Department uniforms, accessories, and duty gear from Galls, Inc. ($200,000 annually) through a Master Interlocal Agreement with the City of Frisco. This agreement will be for one year with the option to renew for four additional one-year periods totaling $1,000,000 if all extensions are exercised. Authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City's obligation during the renewal terms

Analysis
Galls, Inc. recently purchased the Police Department’s current uniform supplier Red the Uniform Tailor. A new price agreement to reflect the change in ownership is now needed. Galls, Inc. has dramatically expanded the inventory held in the local Grand Prairie location and has increased the level of customer support provided to the Department.
State purchasing laws, Government Code, Chapter 271.102 authorize local governments to enter into joint contacts and cooperative agreements for the performance of governmental functions normally associated with the operation of government such as purchasing necessary materials and supplies.
The City approved a Master Interlocal agreement with the City of Frisco whereby the City could make use of all of that entities agreement(s). This communication is to notify the Council that staff would like to make use of this particular agreement and enter into an annual contract with Galls, Inc. for Police Department uniforms, accessories, and duty gear for the initial twelve (12) month term and any/all of the four optional one-year renewals as executed by the City of Frisco. The estimated annual expenditure will be $200,000.
