Analysis

The City approved a Master Inter-local agreement with the City of Frisco whereby the City could make use of all of that entities price agreement(s). The City of Frisco extended the first available renewal option under the Fire Department Uniforms best value cooperative bid #1405-067 with Red the Uniform Tailor of Carrollton, TX on August 5, 2015. It is the Fire Department's recommendation to exercise the option to make a one-time purchase to replace personal protective jackets (aka EMS Jackets) at a total cost of $75,412.50 utilizing the price agreement.

 

Current Blauer Crosstech EMS jackets were purchased over 11 years ago. These jackets provide an additional layer of protection from bio hazards and blood borne pathogens. As with all protective gear, these properties break down over time and are rendered ineffective. All personal protective garments are replaced on a 10 year replacement cycle for this reason. In addition to the 10 year useful life these jackets have served, they are also not in compliance with the Texas Department of Health & Human Services (DSHS). DSHS requires all EMS (Emergency Medical Services) personnel to visibly display their name and level of certification on their uniforms to be readily seen at all times, these older jackets do not comply with this requirement. 

 

Financial Consideration

Purchase of EMS jackets are budgeted items and will be paid from the FY 2015/2016 RISK Fund (212010) budget Clothing Supplies (60280).
