Analysis

Parks, Arts and Recreation has worked with Dallas County and Dallas Area Agency of Aging for the past 34 years offering funding for a senior meal program and for senior transportation to the nutrition site.  During the past years, staff has been working with the agencies to enhance and expand the program for our citizens, 60 years of age and older.

 

This item was presented to the Finance & Government Committee on March 5, 2019 and received recommendation for approval by the City Council.

 

Financial Consideration

The program receives a partial reimbursement of costs from the Dallas Area Agency.  Total funding amount for the senior meal program is $174,731 with an expected reimbursement of $107,522.  The remaining funds come from program income, in-kind staff salaries and an approximate $10,000 required contribution form the City.  Total funding amount for the transportation program is $60,522 with an anticipated reimbursement of $18,761.  Remaining funds come from in-kind staff salaries.

 

City is responsible for product, labor, operation and transportation cost upfront.  However, the program is reimbursable through the Dallas Area on Aging at $6.62 per meal and $2.67 per trip.  Staff estimates serving 24,000 meals and providing 17,000 trips during FY12018/2019.  Reimbursement will be processed through Congregate Meals Grant Fund (FY 19 Grant) and Special Program for the Aging (FY19 Grant).
