Title: Price agreement for ground maintenance on Drainage Channels ($17,600), Levees ($24,000), Drainage Easement areas ($8,450) and services not specifically listed ($500) with Terry Rutland for a combined total of $50,550 annually, for one year with the option to renew for four additional one year periods totaling $252,750, if all extensions are exercised; and authorize City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City's obligation during the renewal terms

Analysis
This agreement is for mowing and grounds maintenance of all channels, levees, well sites and drainage easements listed in Attachment A. All levees, except for Dorchester which is City owned, are mowed to maintain grassy areas to comply with the U.S. Army Corps of Engineers (USACE) requirements. These sites are inspected annually by the Corps and rated for proper maintenance. The channels, well sites, drainage easements and the Dorchester levee are mowed to maintain City standards.

Notice of bid # 17046 was viewed by 19 vendors. There were two Grand Prairie vendors available for this commodity. Three bids were received as shown on Attachment A.

The reward was based on best value criteria set up in the specification, including reputation, price (local vendor within 5% of lowest bid), past relationship with the City and other municipalities, if they were local, and other relevant criteria listed in the specification.

Terry Rutland meets specifications and is recommended for award.
