Analysis
On January 15, 2013, City Council (12-2353) approved an engineering contract with Freese & Nichols, Inc. for the site study, preliminary design, and four separate design and construction administration packages entailing the pump station facility design, pump and electrical design, S.H. 360 TransLine, Phase 2 and S.H. 360 Transline Phase 3 in the total amount of $956,500.

This contract provided engineering services to complete the Mansfield supply system which included a ground storage tank, pump station and water transmission lines extending from the pump station to connect to the existing Midlothian supply line on U.S. 287. These facilities will be assets wholly owned by the City of Grand Prairie.

At the current time, this contract has been delayed in completion due to difficulties in easement acquisition, additional engineering associated with the location of and design for working around two (2) gas transmission lines at an additional cost of $10,835 (Change Order/Amendment No. 1) and an extension of time from the original contact ending date of January 31, 2015 to June 30, 2017 (Change Order/Amendment No. 2).

Change Order/Amendment No. 3, approved by the City Council on January 24, 2017 (17-6407) added a cost of $156,913 for additional easement acquisition and design of an 8" water main to serve existing residents on Davis Road, currently being served by Johnson County Special Utility District but being transferred to the City of Grand Prairie as a result of our previous annexation of this area and subsequent CCN transfer.
