Analysis
This contract is for the Street Division to utilize for the purchase of Crafco PolyFlex Type 3, hot-applied crack sealant material on an as needed basis.
The original price agreement was awarded by the City Manager.  Due to an increase in the number of projects requiring the use of this material, the Street Division has provided a revised estimated annual value and requested that we increase the annual value from $9,999 to $15,000.  This increases the maximum potential value from $49,995 to $69,999, if all renewals are exercised, which requires City Council approval.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master inter-local cooperative agreements with various entities including the City of Fort Worth.
Financial Consideration
The City will spend an estimated $15,000 annually on hot-applied crack sealant material.  Payments for this material will primarily be made from the FY 2014/2015 General Fund -  Street Maintenance (251210) in account 63030 (Streets, Roads, Highway Maintenance) in the fiscal year that orders are placed.
