Analysis
The asphalt zipper is a machine used for full depth asphalt patching. This eliminates alligator cracking or pot holes by removing the asphalt and allowing a full depth repair, using less equipment to produce a greater output of work, and eliminating a great deal of waste that goes to the landfill because it provides the ability to reuse the gravel instead of having to dispose of it.
Chapter 271.102 of the Local Government Code authorizes local governments participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including HGAC buy.
The HGAC primarily offers products that are utilized in Public Safety, Public Works, and Communications, in addition to professional consulting, personnel and financing services. A wide variety of capital equipment is under contract, and through a unique feature of HGAC Buy it can be customized through the use of published and unpublished options to fit your specifications and requirements.
The HGAC Buy contract # SM10-14 began October 1, 2014 and will expire September 30, 2016, with no renewal extensions.
Financial Consideration
Funding for the purchase of an Asphalt Zipper from Asphalt Zipper, Inc. in the amount of $125,250 is available in FY 2015/2016 Equipment Acquisition Fund budget 224010.
