Analysis
On February 3, 2015, Council approved the initial portion of a CMR contract with Pogue Construction, Inc. for Fire Station No. 10 in the amount of $480,453. The initial contract included a $226,659 cost for field and office staff, a $96,294 cost for general condition items specifically outlined in the bid solicitation, and a $157,500 construction services fee that was based on a 3.5% fee applied to an estimated $4.5M GMP. It was understood that this GMP amount would ultimately have to be confirmed by actual pricing once the plans were completed and subcontractor bids were solicited and received.
With Fire Station No. 1 having recently been completed, and with Fire Station No. 10 patterned after that design, there were no pre-construction services required of the Contractor as there had been for Fire Station No. 1. Thus, the plans were nearing a state of completion when Pogue was selected for the project. Upon completion of the plans, Pogue solicited sub-contractor bids which were received on April 1, 2015 with City representatives in attendance to observe the process. After review and vetting of the bids, Pogue compiled the lowest and best bids and has proposed a GMP to the City in the amount of $5,069,871 that is representative of the finalized construction documents costs along with a few of the several Value Engineering items proposed by the Contractor that were ultimately accepted by the City.
